EC’s guarantee fund a useful ally for markets

The European Commission has unveiled a portfolio of financial guarantee transactions it is doing to support development in Africa and regions bordering the EU. Among them are two programmes conducted by the African Development Bank, including its new synthetic securitisation.

The €1.5bn allocation of guarantees is a new initiative that takes the EU in a different direction. In the world of development finance, it is traditionally a donor, working through development banks such as the European Investment Bank, World Bank or AfDB.
