Agence Française de Développement’s change to its banking licence will lead to it sell more private placements, according to Bokar Cherif, the head of the agency’s treasury.

AFD applied to switch from being a credit institution to a société de financement in early June. The European Central Bank approved the modification on Monday. The change means that AFD is no longer eligible to be counted in “level one” of Basel’s high quality liquid assets rules.
