The Philippines startled bond markets this week by issuing a request for proposals for an international sovereign bond, its first since it received an investment grade rating from all three credit agencies and coming just days after a disastrous typhoon struck the country.

The Central American Bank for Economic Integration (CABEI) took advantage of a lack of medium term supranational and agency supply in Swiss francs this week.
