Negative rates ‘in the toolbox’

Andrew Bailey, governor of the Bank of England, has announced that negative rates are “part of the toolbox” but that he sees no reason to make use of them yet.

The Bank of England has historically been opposed to negative rates, with then governor Mark Carney saying in August 2019 that he did not “see [negative rates] as an option”.
