SMEs: not drowning, but saving

Policymakers are convinced the UK’s SMEs are not growing because they’re starved of capital. Some may be, but most are still funded by the banks, have been hoarding cash and could borrow more if they wanted to. As Jon Hay reports, subsidised loans and a growing diversity of lenders can only help — but growth will return when confidence does.
