Nederlandse Waterschapsbank (NWB) poured cold water on a week of enthusiastic dollar buying on Thursday, when it appeared to struggle in its attempt to access the dollar market with a five year bond — in spite of the fact that Kommunalbanken had opened doors for implicitly guaranteed issuers earlier in the week with a strongly received deal.
