The Federal Deposit Insurance Corp this week said that it will "absolutely bar" any payments to long term senior unsecured bondholders, subordinated bondholders or shareholders in the event of the liquidation of a systemically important financial institution, if such payments would result in these creditors recovering more than similarly situated creditors.
