Caisse d’Amortissement de la Dette Sociale and the German Laender (40) were the only issuers to brave the euro markets in benchmark size on Wednesday morning, taking advantage of the short window ahead of the European Central Bank meeting Wednesday afternoon and following bank holidays on Monday and Tuesday in the UK.
