Russian loan on the horizon as Promsvyazbank sends RFP

The loans market has been the talk of emerging markets so far this week with one Russian bank sending out an RFP for a deal that could breathe some life into the Russian market. But so far there has been only been talk rather than action across EM, and plenty of that has been tentative.
