The sultanate recognises that dependence on oil and gas is unhealthy, given the prospect that soaring prices may prompt the world to pursue alternative power. It is encouraging growth in other sectors and promoting itself as a centre for offshore investment and Islamic services. But its attitude towards tourism seems strangely conflicted.
