The depths of senior civil servants and regulators’ concerns about bank funding during the critical first weeks of the financial crisis in September and October 2008 emerged this week as Bank of England deputy governor Paul Tucker released emails that included conversations about the spread paid by Barclays for its debut government guaranteed bond.
