A local state firm set a precedent last month when it issued bonds linked to the new Shanghai interbank offered rate. But while it marked a milestone for the mainland, many of the domestic firms lining up to sell long-term commercial paper now are unlisted state-owned enterprises, which raises questions over how the money will be used.
