When the Securities and Exchange Board of India announced in October that it would phase out participatory notes, a US$4 billion chunk of foreign capital exited the equity market. Now the regulator is rolling out a raft of derivative market liberalisations to entice offshore volumes back. But it needs to follow through on its promises, writes Elliot Wilson.
