The Netherlands led a cavalcade of SSA borrowers into the dollar market dustbowl on Tuesday with its second ever dollar Dutch Direct Auction. The deal wave will come as a relief to the huddled masses of dollar investors yearning to earn a current coupon having been starved of supply in recent months. But by contrast the euro market is all but bare.
