Covered competition compatible, says Oz’s ASF

Allowing Australia’s banks to issue covered bonds, if measures supporting the country’s residential mortgage backed securitisation market are introduced in parallel, would not undermine competition, the Australian Securitisation Forum said in its submission to a Senate inquiry into competition within the country’s banking sector.

A legislative and regulatory covered bond framework that includes provisions such as a cap on issuance volumes could satisfactorily address concerns about depositor protection in Australia, while multi-issuer structures could give the country’s smaller institutions access to the funding tool, it said.
