Europe’s bank capital definitions, risk-weight cherry-picking come under fire from Basel

The definition of capital and use of the internal ratings-based approach in Europe’s draft capital requirements regulations are “materially non-compliant” with Basel III, a review by the Bank of International Settlements has found.
