The green bond market has been developed by public sector issuers and blue chip companies, to satisfy investors that want to feel their money is going to green projects.

That is great, as far as it goes — and a whole industry is growing up, with its own Green Bond Principles. These are meant to ensure issuers are transparent about what they do with the money raised.
