Phil Weingord

*Phil Weingord, formerly the global head of securitized products at Deutsche Bank, was named head of global markets for the Americas, replacing Charles Von Arentschildt. He remains president of the firm's securities unit and Rajeev Misra, global head of credit trading, takes over Weingord's structured products role. In 2000, Weingord, Jorge Calderon and most of their U.S. asset-backed team jumped from Credit Suisse First Boston, the league-table leader at the time, to Deutsche Bank. *Iftikhar Ali has left Citigroup Global Markets to join Bank of America as its head of credit arbitrage trading for Europe, the Middle East, Africa and Asia. He will be based in London and report to Alex Bernand, global head of structured credit trading. Ali was formerly head of credit-default swap trading in Citigroup's credit derivatives business.

*Piper Jaffray recently hired 14 fixed-income traders and sales professionals from Mellon Financial, as part of Piper Jaffray's strategy to enhance its execution capabilities and extend its platform for middle-market clients. Michael Cullen and Jonathan Silverman have joined as co-team leaders on the corporate bond desk. Izzy Emek has also left Mellon to join Piper Jaffray as a managing director in corporate bond trading desk. Also, Alison Prager, Helen Keegan, John Akalski and Paul Gallagher all join as managing directors in the sales group.

*Marty Brennan, the head of global government bonds at UBS, recently left the firm. His departure led to a merger of the government, agency and mortgage-backed trading desks. Under the new organization, John Fath will be co-head government bond trading, Simeon Schwartz heads derivatives trading and Ramesh Singh covers MBS trading.

*Daniel Ivascyn, a portfolio manager and a member of the mortgage and structured products teams at Pacific Investment Management Co., was promoted to executive v.p. Also receiving a bump up to executive v.p. is Ivor Schucking, director of European credit research.

*Tim Frost, the London-based head of European credit sales and trading at J.P. Morgan Securities, recently resigned from the firm after 16 years. Frost, who once unsuccessfully ran as a Conservative party candidate, left the firm to pursue other interests.

*Michael Noonan has joined Prebon Marshall Yamane, a London-based inter-dealer broker, to start a new European high-yield business. He will report to Nick Ruddell, managing director of the fixed-income and securities division, and is responsible for recruiting a team of about five people. Noonan joins Prebon from the London office of the U.S. brokerage firm Siedel and Shaw, where he spent the last year building its European high-yield business.

*Richard Stein has joined recruiter Korn/Ferry International as a senior client partner in the global financial services market. Stein will focus on the fixed-income and derivatives markets as a member of the corporate and investment banking team. He joins from Futures International, a global executive search and management consulting firm, where he had been founder and ceo. After the merger of Futures International with the Whitney Group last year, Stein had been co-head of the merged entity's New York office.

*Bruce Miller, formerly of Credit Suisse First Boston, has moved to ING Groep as head of its U.S. securitization business. He starts later this month in New York and will report to Enda Allen, global head of securitization.

*Bjoern Storim, formerly of J.P. Morgan Securities, and Carsten Vennemann, from Morgan Stanley, have joined the European fixed-income sales group at Credit Suisse First Boston. Storim is a London-based director in charge of derivatives sales to Germany and Austria, while Vennemann is a Frankfurt-based director in charge of liquid-product sales to the same countries.

* Vince Smith and Rob Schena have joined Libertas Partners, a high-yield and distressed broker dealer in Greenwich, Conn. Smith was out of the market in recent years but prior to that spent eight years at Merrill Lynch as a director in the high-yield group. He comes on board as a managing director in sales and trading. Schena joins as a v.p. in sales and trading and has experience in the foreign exchange and private client groups at Morgan Stanley, Merrill Lynch and the former Salomon Smith Barney.

*Edward "Mac" McCullough, an experienced federal tax lawyer, recently joined Preston Gates & Ellis, a law firm with a well-known fixed-income practice. Prior to joining Preston, McCullough worked at Ballard, Spahr, Andrews & Ingersoll and Hawkins, Delafield & Wood.
