OCC releases Volcker FAQ for examiners

The already intense pressure on US regional banks to make their CLO holdings comply with the Volcker rule ratcheted a notch this week as the Office of the Comptroller of the Currency released a set of guidelines for bank examiners enforcing the Volcker rule.

The guidelines state what the market already knew — that CLOs containing anything other than loans do not qualify for the loan securitization exclusion within the Volcker rule. But their release highlights the plight of regional banks, some of which have withdrawn from the primary CLO market ...
