*Rob Karr and Dan Stercay have both been promoted to managing directors in the asset-backed group at Banc of America Securities. Karr heads up secondary trading while Stercay is an asset-backed originator.
* Wachovia Securities hired Christopher Floyd as a director in high-grade corporate bond sales as part of an expansion of the firm's credit products sales team. Floyd reports to Tim Mullins, managing director and head of high-grade sales. Floyd joins from Morgan Stanley, where he spent seven years, most recently in the credit products sales group. He's also a military veteran, having spent three years in the U.S. Army as an intelligence officer with the 124th Military Intelligence Battalion and the 7th Infantry.

*Neil Weidner, a capital markets partner at Cadwalader, Wickersham & Taft, is planning to relocate to the law firm's London office as part of an effort to serve its expanding roster of European clients. Weidner works with underwriters, issuers, investors and trustees in the structured finance and derivatives markets. He will relocate around next quarter and will divide his time between New York and London. Cadwalader now has 15 attorneys in London, led by Jim Croke.
*Freddie Mac hired Catherine Dondzila, formerly of Bear Stearns, as senior v.p. in charge of accounting for its investment and capital markets operations. She will run the fair value and derivatives accounting group, as well as the investment accounting operating, according to Freddie Mac. Dondzila had previously been a senior managing director at Bear Stearns and was a business unit controller for Bear Stearns' fixed income and derivatives prop sales and trading group.
*Chip Schorin, the head of securitization research at Morgan Stanley, was promoted to managing director at the firm.
*Citigroup Global Markets has tapped Richard Moore as head of its European fixed-income business in London. He replaces Steve Bowman, who is planning to relocate to New York to be head of global fixed-income research and sales. Moore previously had co-headed the firm's interest-rate and currency group in London.
*William Reynolds, the head of the $55 billion fixed income portfolio at T. Rowe Price Group, plans to retire this spring. He will be replaced by Mary Miller, who is currently assistant director for the fixed income group and runs the investment-grade corporate side.
*Barclays Capital has hired Will Brown from JPMorgan Chase as an advisor to the firm's U.S. economic research team.
