*Philip Poole, head of emerging-market debt research at ING Bank in London, has left the firm. Poole was a 10-year veteran of ING and was one of the better-known emerging market fixed-income researchers.

*Jeff Lovell was promoted to director of research at 40|86 Advisors, replacing Robert Cook, who recently left the investment manager. In addition to his new responsibilities, Lovell will continue his role in co-managing collateralized bond obligations portfolios and analyzing the cable/media and other service sectors. He reports to Greg Hahn, cio, and Eric Johnson, president.

*Ben Williams, head of debt markets at Wachovia Securities, has been tapped as head of global capital markets, a new role. In it, he will oversee the firm's fixed-income and equity businesses and reports to Steve Cummings, head of investment banking.
