Sen. Jeff Merkley (D-Ore.) has unveiled his Rebuilding American Homeownership Trust, a plan that would allow underwater homeowners to refinance their mortgages at lower rates. The plan would involve selling bonds and using the proceeds to buy mortgages from banks, credit unions and originators.
