The College Cost Reduction and Access Act, which passed both the House of Representatives and the Senate on Sept. 7, included a cut in lender subsidies by 55 basis points in the special allowance payment for new loans made by for-profit lenders and 40 basis points in SAP for new loans made by non-profit lenders.
