The $26 billion settlement between the nation’s five largest lenders and government officials, papers for which were filed Monday, has angered a growing number of borrowers as the agreement will help only about 1 million of the 11 million homeowners currently underwater and the 3.5 million people who have lost their homes to foreclosure.
