Spanish Woes May Revive ECB Buying Program Benoit Coeure, a member of the European Central Bank’s executive board, has hinted that the ECB may revive its bond-purchase program to help reduce Spain’s borrowing costs, though he said current market conditions do not justify restarting the scheme at the moment.
