* Wilfred "Bill" Finnegan has joined The Carlyle Group as a senior advisor to the firm's high-yield operations to assist Carlyle's growing leveraged finance business. Finnegan draws from experience at Chase Manhattan Bank, where he was head of global leveraged finance.
* The Los Angeles-based middle-market investment banking firm Libra Securities has established a restructuring division with Daniel Harrow heading up the effort as a managing director. The division will be an advisory service for in and out of court restructurings, recapitalizations and other distressed situations.
