Chandrasekhar Bhave has become the head of India's financial regulator Sebi at a sensitive time. Given the thin and volatile markets, he has several ideas he is eager to implement to improve liquidity and introduce new forms of trading. But Bhave is less forthcoming on improving foreign investor access to Indian markets, writes Ruth David.
